Origin Story
话说古代某县令，为官清廉，一心为民。然其治下却常有冤假错案，百姓苦不堪言。原来此县令虽心怀正义，却优柔寡断，遇事难以决断。赏罚不明，下属亦畏首畏尾，不敢担当，致使政令不通，百姓受害。后经一位老臣指点，县令痛改前非，制定明确的赏罚制度，奖优罚劣，政事清明，百姓安居乐业。
Once upon a time, there was a county magistrate who was upright and dedicated to the people. However, there were often unjust cases under his rule, and the people suffered greatly. Although the magistrate was righteous at heart, he was indecisive and could not make decisions easily. Because the reward and punishment were unclear, his subordinates were also hesitant and dared not to take responsibility, which resulted in ineffective governance and the people's suffering. Later, with the guidance of an old minister, the magistrate reformed himself, established a clear reward and punishment system, rewarding the good and punishing the evil, making the government affairs clear and the people living in peace and contentment.
