权宜之策 stopgap measure

权宜之策指的是为了应付眼前的某种情况而暂时采取的办法，往往是不得已而为之，不一定是最优的方案，也未必能从根本上解决问题。
A stopgap measure is a temporary solution adopted to deal with a particular situation. It is often a last resort and may not be the optimal solution, nor may it solve the problem fundamentally.
Origin Story
话说唐朝，边境小国屡屡进犯，皇帝大怒，欲派兵讨伐，但国库空虚，难以支撑一场大规模的战争。丞相狄仁杰献上权宜之策：先派使者前往小国，送上大量丝绸珠宝，并许诺互通贸易，以此缓和局势，争取时间休养生息，积蓄国力，再伺机反击。这权宜之策让小国暂时罢兵，也为大唐赢得了宝贵的时间，最终成功化解了危机。
In the Tang Dynasty, border skirmishes with small neighboring countries became frequent. The emperor was furious and wanted to send troops, but the treasury was empty, making a large-scale war impossible. Prime Minister Di Renjie proposed a stopgap measure: send envoys with silk and jewels, promising mutual trade to ease tensions and buy time. This would allow for recovery, building strength for a counterattack later. The stopgap worked, leading to a temporary ceasefire and valuable time for the Tang dynasty to eventually resolve the crisis.

The idiom “权宜之策 (quán yí zhī cè)” is usually used to describe a temporary and emergency solution adopted in emergency situations or when better solutions are lacking.
