Origin Story
北宋年间，苏轼被贬谪到黄州，目睹当地官员贪污腐败，民不聊生，不禁忧心忡忡。他写信给吕惠卿，痛陈扬州税收问题，指出一些小吏横征暴敛，民怨沸腾。信中写道：“只如扬州税额已增不亏，而数小吏为虐不已，原其情，盖为有条许酒税监管分请增剩赏钱，此元丰中一小人建议，羞污士风，莫此为甚。”这说明当时吏治腐败，已经到了无法容忍的地步，用“莫此为甚”来形容再恰当不过了。
During the Northern Song Dynasty, Su Shi was demoted to Huangzhou, where he witnessed the rampant corruption and suffering of the people firsthand. He wrote a letter to Lü Huiqing, complaining about the tax problems in Yangzhou and criticizing the tyranny of petty officials. In his letter, he wrote: “For example, in Yangzhou, the tax revenue has increased without any losses, but a number of petty officials continue to abuse their power. After investigating, it turns out to be a proposal made by a petty person during the Yuanfeng period to increase the bonuses for alcohol tax supervision, which shames the integrity of scholars. Nothing is worse than this!” This illustrates the widespread corruption at that time, which had reached an intolerable level, making the idiom “mò cǐ wéi shèn” most appropriate.
