During the Jiajing period of the Ming Dynasty, the Wokou pirates were rampant, causing great fear among the coastal townspeople. A county magistrate, understanding the consequences of unrest, worked tirelessly to find a way to comfort his people. He decided to write a reassuring notice and post it in every visible place in the city. The notice was filled with calming words, promising that the government would do its utmost to protect the people and severely punish the pirates. He also ordered that the government would provide free food to those affected by the disaster and organize militias to help rebuild homes.
