嫁祸于人 to shift the blame to others
Explanation
To shift the blame, fault, or misfortune to others.
Origin Story
During the Three Kingdoms period, after Guan Yu's defeat and death at Maicheng, Sun Quan devised a scheme to avoid an all-out war with Shu Han. He sent Guan Yu's head to Cao Cao, hoping to incite conflict between Cao Wei and Shu Han, allowing him to profit from their mutual destruction. However, Cao Cao was not easily fooled; he saw through Sun Quan's ploy. Instead of being enraged, Cao Cao honored Guan Yu with a grand burial and even posthumously conferred a title upon him, thus resolving the crisis and completely foiling Sun Quan's attempt to shift the blame. Sun Quan's plan backfired, instead earning Cao Cao's admiration for Guan Yu's loyalty and further strengthening his resolve to oppose Shu Han.
