Origin Story

汉文帝时期，汉朝的丞相周勃，为人谨慎，凡事都小心谨慎，深恐犯错误。一天，他正在家里读书，突然听到外面一阵喧哗，他赶紧跑出去看，原来是他的家人正在用石头打一只狗。周勃怒气冲冲地说：“你们怎么打狗？它犯了什么错误？ ”家人说：“这只狗经常跑到邻居家去偷东西，我们实在忍无可忍了，才打它。”周勃沉思片刻后，说：“你们这样打狗是不对的。狗是不会说话的，它不知道偷东西是错的，你们应该用绳子把它拴住，或者给它换一个地方，它就不会再偷东西了。”家人听了周勃的话，都觉得很有道理，于是便停止了打狗。后来，汉文帝听到此事后，非常赞赏周勃的仁爱之心，说：“周勃真是一个贤明的宰相，他知道以人为本，懂得爱护动物，也懂得怎样治理国家。我们做官的，应该像他一样，宽容待人，善于治理，才能把国家治理得井井有条。”
