During the reign of Emperor Wen of Han, the minister Jia Yi submitted a memorial advising Emperor Wen to open up channels of communication. He believed that only by widely listening to the opinions of his subjects could the country become stronger and more prosperous. Emperor Wen adopted his suggestion and ordered the opening of channels of communication, encouraging his subjects to speak frankly and offer advice. For a time, people all over the country submitted memorials, offering suggestions for national development. Emperor Wen carefully read a large number of memorials and, based on the opinions in the memorials, adjusted national policies, greatly enhancing the national strength of the Western Han Dynasty.
