战国时期，楚国人才辈出，涌现出许多杰出的政治家、军事家和文学家。然而，当时的秦国却采用了严酷的统治和军事策略，使得许多楚国人才被迫流亡到其他国家，这其中就包括了许多才华横溢的谋士、将领和官员。一些原本在楚国仕途不顺或怀才不遇的能人志士，也纷纷投奔其他诸侯国，希望寻求更好的发展机会。这些流亡到其他诸侯国的楚国人才，有的被重用，有的却遭遇了冷遇，最终成就如何，难以一概而论。但“楚才晋用”这个成语，却深刻地反映了当时社会人才流动和用人机制的缺陷，同时也警示后人要善于发现和培养人才，合理地使用人才，避免人才的流失和浪费。

During the Warring States period, the state of Chu produced many outstanding politicians, military strategists, and literary figures. However, the Qin state adopted harsh ruling and military strategies, causing many talented people from Chu to flee to other states. Many talented strategists, generals, and officials were among them. Some talented and ambitious people who had no career prospects in Chu also defected to other feudal states, hoping to seek better opportunities. Some of these Chu talents who fled to other feudal states were reused, while others were neglected. However, the idiom "Chu cai Jin yong" deeply reflects the shortcomings of the talent flow and personnel use mechanism at that time, and also warns later generations to be good at discovering and cultivating talents, reasonably using talents, and avoiding the loss and waste of talents.

Usage

形容人才没有得到恰当的运用，被埋没或浪费。

xiángróng réncái méiyǒu dédào qiàdàng de yùnyòng, bèi máimò huò làngfèi。

It describes that talents are not properly used, but neglected or wasted.
