In the early Western Han Dynasty, Emperor Gaozu worked diligently to govern and implemented a policy of recuperation and peace, leading to a significant recovery of national strength. People lived in peace and contentment, agricultural production developed rapidly, and harvests were abundant. The national treasury was overflowing, granaries were piled high with grain, even stored outdoors. Over time, old and new grains stacked up, and some grain even rotted and spoiled. Later generations used this anecdote to illustrate the continuation of old methods and lack of innovation. During the reigns of Emperors Wen and Jing, although the rulers worked diligently, the continuation of the recuperation and peace policy also resulted in the "Chen Chen Xiang Yin" situation. Grain piled up like mountains, warehouses were overflowing, even stored outdoors, and much of the grain rotted and went to waste. This was not due to the incompetence of the rulers, but to the limitations of the productive forces of the time, which led to grain surpluses and storage problems.
