以邻为壑 to use one's neighbor as a sink
Explanation

It means transferring one's own difficulties or harm to others, only taking care of one's own interests.
Origin Story
During the Warring States period, there was a man in Wei named Gongsun Yang. To consolidate his power, he ordered the construction of a large water conservancy project regardless of people's lives. After the project was completed, he diverted the excess water to neighboring countries, causing floods in the neighboring countries. The people complained, but Gongsun Yang didn't care. He thought that as long as Wei was safe, it didn't matter if neighboring countries suffered. This is the origin of the idiom "Yǐ lín wéi hè".
