指在未经请示或允许的情况下，先采取行动，然后再向上级汇报。通常带有先斩后奏的意味，有时也含有自作主张的意思。

Origin Story
话说汉朝时期，有个名叫严延的官员，办事雷厉风行，深得皇帝赏识。一天，他发现地方官员贪污腐败，民怨沸腾。为了迅速解决问题，他未请示皇帝，便先将贪官抓捕，抄没家产，然后将事情的始末向皇帝做了详细汇报。皇帝虽然对他的做法有些微词，但鉴于严延的果断行为确实解决了民生问题，也未过多追究，反而更加赏识他的办事效率。当然，这种先行后闻的做法并非总是能奏效。
During the Han Dynasty, there was an official named Yan Yan, known for his efficiency and the emperor's favor. One day, he noticed corruption and dissatisfaction among the citizens. To act quickly, he arrested the corrupt officials, confiscated their property, and only then reported to the emperor. Although the emperor criticized his approach, he also recognized the success in solving the problems and rewarded him for his efficiency. This approach, however, is not always successful.
Usage
用于形容未经请示就先做了某事，然后再向上级报告的行为。
Used to describe the act of doing something first without prior notice and then reporting to the superior.
