Origin Story
During the Warring States period, Qin Mugong searched everywhere for talented people in order to enrich and strengthen his country. He heard that Baili Xi was very talented, so he sent people to redeem Baili Xi, who was imprisoned in the state of Yu, with five sheepskins. Baili Xi recommended two other capable ministers, Jian Shu and You Yu, to Qin Mugong. Qin Mugong valued them very much and hired them with a lot of money, which greatly increased the power of the state of Qin. The story of Qin Mugong's eagerness for talent became a model for later rulers who strived to govern diligently and accept capable people.
