During the time when Yu controlled the great flood, the country had just calmed down, and there were many things to do. Yu knew that the country could only develop if he selected capable people to govern. So he recruited talents regardless of their origin: whether from noble or humble backgrounds, whoever was capable was employed by him. He searched everywhere in the country for talents, and if he heard of someone who had abilities in water management or governance, no matter how far away, he visited him personally, learned from him and took him into his service. Yu also placed great emphasis on the training of talents. He regularly organized lectures and workshops so that people could learn from each other and improve together. Under his leadership, many talents were cultivated, and all aspects of the country developed greatly.
