原指地位高，现在形容领导者脱离实际，脱离群众，不关心人民疾苦。
Originally referring to a high status, now it describes leaders who are out of touch with reality and the masses, and do not care about the suffering of the people.
Origin Story
从前，在一个偏远的小山村里，村长王大伯因为年纪大了，就很少下地干活，每天都坐在村委会里处理一些鸡毛蒜皮的小事。他总是坐在高高的椅子上，村民们要找他有事，都得仰着头说话。久而久之，王大伯就和村民们疏远了，他对村民们的生活情况也不甚了解，村里发生了什么大事小情，他也总是后知后觉。有一天，村里发生了一件大事——山洪暴发了，很多村民的房屋都被冲毁了，损失惨重。村民们纷纷跑来向王大伯求救，但王大伯却依然坐在他的高高的椅子上，对村民们的求助置若罔闻，直到洪水冲进了村委会，他才惊慌失措地逃了出来。后来，王大伯被免去了村长的职务，村民们纷纷议论他高高在上，脱离实际，不关心百姓疾苦。
Once upon a time, in a remote mountain village, the village head, Old Wang, seldom worked in the fields because of his old age, and spent his days sitting in the village office handling trivial matters. He always sat on a high chair, and villagers who needed to see him had to look up to speak. Over time, Old Wang grew distant from the villagers; he didn't understand their lives, and he was always slow to learn about important or minor events in the village. One day, a major event happened – a flash flood hit the village, destroying many homes and causing significant damage. Villagers rushed to Old Wang for help, but he remained seated on his high chair, ignoring their pleas. Only when the floodwaters entered the village office did he panic and flee. Later, Old Wang was removed from his position, and the villagers discussed how he had been aloof, detached from reality, and uncaring of their suffering.
