During the Tang Dynasty, Lu Xiangxian, the prefect of Puzhou, was known for his kindness and benevolence. His administration of subordinates was lenient and moderate, and he never severely punished officials who made mistakes. Instead, he often used kind teachings to resolve conflicts. Some people believed that Lu Xiangxian's approach was condoning officials' mistakes, and some even secretly discussed that Lu Xiangxian's administration was chaotic. However, Lu Xiangxian didn't care about these criticisms and still adhered to his principles. Once, an official made a mistake, and the secretary suggested a severe punishment. However, Lu Xiangxian said: "天下本无事,庸人扰之而烦耳." This means that many things are not that serious; people worry unnecessarily, making things complicated and troublesome. Lu Xiangxian's leniency didn't lead to chaos in Puzhou but resulted in the local people living in peace and prosperity, and a harmonious and upward-trending social atmosphere. His phrase "天下本无事,庸人扰之而烦耳" became a proverb for future generations' conduct, reminding people not to worry unnecessarily and to treat daily life matters with serenity.
